WITH reference to my despatch No. 66 of the 13th instant, I have the honour to transmit to you herewith copies of the official Minutes of the proceedings of the International Opium Commission in Shanghae at its sittings on the 1st, 2nd, and 5th instant, together with a copy of the rules governing procedure, which have been supplied to me by Sir Alexander Husie.*
